Feelings of discomfort and offense are established by the individual experiencing verbal, non-verbal, and physical situations sexual in nature, and not by the person who is initiating the inappropriate behavior. Although harassment may not be the intent of the joke-teller, the hugger, or the photo-sharer, the impact the action has on the person being victimized is how the issue is created.
