Departmental Services Permit Policy

Audience

Faculty, staff, and students using a departmental permit to temporarily increase parking access on campus.

Definitions

Departmental permit – a WKU parking permit that is designed to be displayed behind a personal permit that will support delivery/loading/unloading functions around buildings and provide additional, temporary parking access for meetings.  Departmental permits are used in vehicles that support single departments. 

Service vehicle permit – permits that are used in vehicles used to support the entire University. 

Personal permit – any WKU annual parking hangtag purchased by a student or employee granting permission to park on campus.

Policy Details

Departmental Permit (DP)

  • Deans, Department Heads, or Directors may request up to two (2) Departmental permits to be shared within the department.
  • Departmental parking permits give employees two (2) hour premium parking access to conduct University business. 
  • Permit fee is equivalent to Faculty/Staff parking.
  • A personal permit must be displayed in front of the Departmental permit.
  • Valid in all non-reserved, non-gated, parking spaces in any zone for up to two (2) hours while work is being performed. 
  • Does not allow parking at meters or University Service Vehicle Spaces (WS).
  • Citations issued will be the responsibility of the personal permit holder or the registered owner of the vehicle if no personal permit is displayed.  
  • Time limit is strictly enforced.
  • Departmental permits are not intended for use by visitors.

Service Vehicle Permits (SV)

  • Service vehicle parking permits facilitate work by WKU employees who use their personal vehicle during working hours to function as a University Service Vehicle to transport tools and equipment to job sites to install, maintain, or repair equipment. 
  • Deans, Department Heads, or Directors may request Service Vehicle permits.  Requests are reviewed on an annual basis.
  • A personal permit must be displayed in front of the Service Vehicle permit.
  • Valid in all non-reserved, non-gated spaces, meters, or University Service Vehicle (WS) while work is being conducted. 
  • Citations issued will be the responsibility of the personal permit holder or the registered owner of the vehicle if no personal permit is displayed. 

University Vehicles

All University vehicles parked on Main or South campus must display a current University Vehicle permit.

  • Service Vehicle Permit (WS)
    • For use in service vehicles.
    • Valid in “WS” University Service Vehicle spaces at all times, all non-reserved spaces, all gated lots, and meters.
    • No annual fee
  • Departmental Vehicle Reserved Permit (WR)
    • For use in departmental vehicles with reserved parking spaces.
    • One (1) WR permit is issued permit departmental reserved space.
    • WR permits must be displayed in the departmental vehicle  parked in the assigned reserved parking space.
    • Valid in all non-reserved, non-gated spaces, and University Service Vehicle spaces (WS) for 30 minutes.
    • Not for personal use.
    • No fee for WR permit.  Departments are charged for each reserved space.
  • Departmental Vehicle Premium Permit (W1)
    • For use in departmental vehicles parking in Premium parking zones.
    • Valid in all non-reserved, non-gated spaces, and in University Service Vehicle spaces (WS) for 30 minutes.
    • Permit fee is equivalent to Faculty/Staff Premium parking.
  • Departmental Vehicle Non-Premium Permit (W2)
    • For use in departmental vehicles parking in Non-Premium parking zones.
    • Valid in all non-reserved spaces in Non-Premium Faculty/Staff or student lots, and in University Service Vehicle spaces (WS) for 30 minutes.
    • Permit fee is equivalent to Faculty/Staff Non-Premium parking.
  • Departmental Vehicle Off Campus Parking (W3)
    • For use in departmental vehicles primarily parking in Russellville Road Lot, South Campus, or off-campus.
    • Valid in all non-reserved spaces in Russellville Road Lot, on South Campus, or at off-campus locations at all times, and in University Service Vehicle spaces (WS) for 30 minutes.
    • Vehicles belonging to regional campuses may park in all non-reserved parking spaces while visiting Main campus.
    • No fee for W3 permits.
  • Departmental Reserved Parking Spaces (WR)
    • Spaces reserved for the exclusive use of the department to provide parking for departmental vehicles or guests.
    • Guest parking enforced according to agreement with the department.
    • Annual fee equivalent to Faculty/Staff Gated parking.

Parking & Transportation Services reserves the right to deactivate any permit consistently found in violation of this policy and to refuse to renew permits for a department with a deactivated permit.
