Legislative Update: HB4
- Wednesday, March 12th, 2025
Good evening colleagues,
This is the final week of the legislative session before the ten-day veto period. This evening, the Kentucky General Assembly gave final approval to House Bill (HB) 4. The bill limits diversity, equity, and inclusion initiatives at Kentucky’s public universities while exempting academic freedom, free speech, and federally mandated programs. HB 4 now awaits Governor Beshear’s decision; he has ten days to either sign it into law or issue a veto. If he vetoes the bill, the General Assembly will have the opportunity to override the veto during the final two days of the session on March 27 and 28. You can view the current version of HB 4 here.
At the conclusion of the legislative session, I will provide to the campus community a summary of all passed legislation that will affect higher education in Kentucky.
Thank you,
Jennifer Breiwa Smith
